Spain’s New Cyclist Overtaking Rule: 1.5 m + 20 km/h Slower

From 1 October 2026, drivers in Spain must follow updated rules when overtaking cyclists outside built-up areas. Here is what drivers and cyclists need to know.

Minimum lateral distance when overtaking a cyclist.

Outside built-up areas, the vehicle must overtake at least 20 km/h below the applicable speed limit.

On multi-lane roads in the same direction, drivers must make a complete lane change when overtaking.

The new overtaking rule explained

Spain’s updated traffic regulations introduce stronger protection for cyclists and other vulnerable road users. The familiar 1.5 metre lateral distance remains, but from 1 October 2026 an additional speed requirement applies when overtaking cyclists outside built-up areas.

How should drivers overtake cyclists?

Slow down first

Reduce your speed before beginning the manoeuvre. The overtaking speed must be at least 20 km/h below the applicable speed limit outside built-up areas.

Leave at least 1.5 metres

Give the cyclist sufficient lateral space throughout the entire manoeuvre.

Use the next lane where required

On roads with several lanes travelling in the same direction, make a complete lane change when overtaking.

Only overtake when it is safe

Make sure visibility is sufficient and that the manoeuvre does not endanger cyclists, oncoming traffic or other road users.

Example: 70 km/h road

If the speed limit is 70 km/h, the vehicle must overtake the cyclist at no more than 50 km/h, while also leaving at least 1.5 metres of lateral distance.

What about groups of cyclists?

Groups of cyclists are treated as one mobile unit for the purpose of the overtaking manoeuvre. Drivers need enough visibility and space to complete the entire overtake safely.

This is especially relevant on the Costa Blanca, where groups of road cyclists are common around Jávea, Dénia, Benissa, Moraira, Xaló and the Marina Alta.
