What changes on 2 January 2026?
From 2 January 2026, electric scooters (often called VMPs / patinete eléctrico) must be registered and have liability insurance to be legally used on public roads, streets and many cycle routes in Spain.
1) Mandatory registration
- Official registration number and visible identification (license plate).
- Entry into the national registry (so the scooter can be linked to an owner).
- This helps in case of accidents, fines, or theft recovery.
2) Compulsory third-party liability insurance
- Covers injury to other people (pedestrians, cyclists, drivers).
- Covers damage to property (cars, bikes, shop fronts, street furniture).
- Helps protect you from large personal bills after an accident.
3) Technical requirements (compliance)
- Top speed limited to 25 km/h (DGT standard for VMPs).
- Working brakes, lights/reflectors, and safe tyres.
- Manufacturer documentation / compliance certificate may be required for registration.
