Mandatory Registration & Insurance for E-Scooters in Spain

Spain has introduced new legal requirements for e-scooters and Personal Mobility Vehicles (PMV / VMP) under
Law 5/2025 of 24 July. Following the latest official update, registration and insurance are now mandatory
for e-scooter owners.

Royal Decree approved: what has changed?

The Council of Ministers approved the Royal Decree regulating the operation of the National PMV/VMP Register.
It will enter into force on the same day it is published in the Official State Gazette (BOE), expected in the coming days.

Who must register?

All owners of e-scooters / PMV/VMP (or their legal guardians in the case of minors) must register privately owned vehicles.

Mandatory registration before insurance

Registration in the National Vehicle Register via the DGT’s electronic headquarters is the required first step
before taking out the mandatory civil liability insurance established by Law 5/2025.

What you need to do

Complete registration online via the DGT electronic headquarters.

Obtain the registration certificate
Once approved, you will receive the registration certificate.

Buy the identification label (when available)
After registration, purchase the official label and place it in the designated holder.

Take out mandatory civil liability insurance
Insurance is compulsory and is linked to completing registration first.

Once you have the registration certificate, you will be able to purchase the official identification label.
The label must be placed in the holder designed for this purpose on the vehicle, once it becomes available.

Insurance obligation

After registration, civil liability insurance is mandatory under Law 5/2025. Riding without insurance may lead to fines
and lack of coverage in case of an accident.
